Adaptation strategies must be bottom-up

Hundreds of adaptation activities and investments have not helped or made things worse, according to the Sixth Assessment Report of the Intergovernmental Panel on Climate Change. While there are many reasons for these past failures, a major reason is that almost all those investments were top-down.
