Developing countries are receiving only a sliver of the climate adaptation finance they need, leaving frontline communities exposed as climate threats accelerate. This policy brief argues that scaling Locally Led Adaptation is the fastest way to fix this imbalance, shifting power and funding directly to the people living the crisis. It lays out a bold, five-part plan to unleash innovative finance, strengthen local institutions, and make adaptation truly inclusive and community-driven.
