Climate finance remains bottlenecked by centralized, bureaucratic systems that keep local actors waiting for resources they need now. A decisive shift in policy and practice by funders and intermediaries is needed, aligned with the principles of locally led adaptation (LLA), to transfer real decision-making power to communities and local partners. This toolkit presents a set of simplified actions that can be taken by funders and intermediaries to make this shift.
