Mainstream and Decentralizing Climate Change Adaptation Finance

Climate change impacts are manifest already in different parts of the world in varying degrees and least developed countries are particularly vulnerable to these impacts. Their vulnerability is a joint product of cumulative development and adaptation deficits. Mainstreaming is consideration and integration of adaptation into development policy-making, budgeting and implementation. National level climate financing framework and its operationalization down the streams at local government tiers for financial mainstreaming and decentralization are much needed in the present context.
