Inclusive land use planning through People’s Adaptation Plans will support protection of Zambia’s Miombo woodlands

GCA and partners PPHPZ and WeForest meet with the Zambian Ministry of Local Government and Rural Development.

Lusaka, Zambia, 1 March 2025 – The Global Center on Adaptation (GCA) is supporting communities in the Copperbelt and Muchinga Provinces of Zambia to develop People's Adaptation Plans to inform investments under the World Bank's Transforming Landscapes for Resilience and Development in Zambia (TRALARD II). The planning process will also serve as a pilot to inform the review of Zambia’s guidelines for district-level Integrated Development Plans (IDPs).

The TRALARD II project is focused on the protection of Zambia's Miombo woodlands, which are essential for sustaining the livelihoods of rural communities, the conservation of biodiversity, and regional climate regulation. The woodlands are increasingly vulnerable due to escalating threats from deforestation, unsustainable agricultural practices, and climate change. TRALARD II aims to enhance natural resource management, livelihoods, and climate resilience in targeted areas within the Miombo ecoregion.

GCA and WeForest visited Kanyama, an urban informal settlement in Lusaka, where PPHPZ worked with the community on locally led solutions for sustainable agriculture.

In addition to piloting the People’s Adaptation Planning process in the two provinces through local partners People’s Process on Housing and Poverty in Zambia (PPHPZ) and WeForest Zambia (WFZ), GCA will support the development of guidelines for scaling up the locally led adaptation planning approach in other TRALARD II project areas. Capacity building of government personnel and World Bank staff will also take place, to support the effective implementation of these guidelines.

In parallel, the Ministry of Local Government and Rural Development, Zambia, has requested GCA’s support in integrating adaptation into the IDP guidelines, presenting a transformative opportunity for GCA and local partners PPHPZ and WFZ to achieve nationwide impact through the work in the two provinces.

GCA has facilitated peer-to-peer learning sessions with PPHPZ and WFZ to harmonize approaches for locally led adaptation planning. GCA’s guidelines for locally led adaptation planning were combined with the distinct methodologies of the partner organizations to tailor the People's Adaptation Planning process to the Zambian context. PPHPZ's expertise in locally led participatory planning processes is complemented by WFZ's proficiency in Village Land Use Planning. The harmonization of partner methodologies will ensure a unified and effective pathway towards enhancing locally led adaptation approaches through the TRALARD II project and integrating adaptation into the national IDP guidelines.
