GCA, BPATC initiate work on LLA training module for public administrators in Bangladesh

A week-long Training of Trainers (ToT) workshop is underway from 12-16 May 2025 in Savar, Bangladesh, on developing a comprehensive course module on locally led adaptation (LLA) for the Bangladesh Public Administration Training Center (BPATC). The course module, which will be embedded in core training programs for Bangladeshi government officials, will focus on institutionalizing LLA across sectors in Bangladesh by training public administrators on how best to address climate change impacts through inclusive and integrated locally led approaches.

The ToT workshop is being hosted by the Global Center on Adaptation (GCA) in partnership with the Institute for Housing and Urban Development Studies (IHS) and the Centre for Participatory Research and Development (CPRD), and with support from the Foreign, Commonwealth and Development Office (FCDO) of the Government of the United Kingdom.

Fifteen faculty members from BPATC are being equipped with the requisite knowledge and facilitation skills needed to develop and deliver the LLA course module as part of the Centre’s core training programs for government officials. BPATC is the public institution mandated by the Government of Bangladesh to build capacity across the public sector and provide bespoke training to all civil servants. While addressing the workshop, BPATC Rector Sayeed Mahbub Khan and Member Directing Staff Md. Mohoshin Ali highlighted the initiative as a unique opportunity for BPATC and Bangladesh to integrate LLA in national responses to climate change.

The effort is linked directly to the Government of Bangladesh’s 2023-2050 National Adaptation Plan and its objective to integrate adaptation and LLA approaches across key economic sectors to curtail the impacts of climate change.

Over the course of the week, participants will be trained on the principles of LLA, the role of national and local public administrators in facilitating LLA, and tools for public administrators to implement locally led approaches.

Anju Sharma, GCA’s Global Lead on Locally Led Adaptation, said this pioneering initiative will inform GCA’s efforts to institutionalize LLA in government training institutes in other countries.
